They stated he didn't have all his puppets. So for some reason he didn't bring the Sasori Puppet. I'd assume because he imagined the Sasori puppet getting destroyed is probably bad and he couldn't do anything with it anyway against the bad guys (likely at the time relying on Sasuke and Gaara).

I'm sorry, but this is bothering me. Why don't the evil moon people have eyebrows? I understand that they're designed to emulate beauty practices from the Heian Period, BUT WHY DON'T THEY HAVE EYEBROWS?! WHAT PURPOSE DOES IT SERVE?! They have normal hair, but no eyebrows? MAKE IT MAKE SENSE!!!
